Of course, the illegal immigrants would have to be apprehended first. 

Are some types of illegal immigrants more detectable than other? How about anomalies like that (inbred) white guy who's failed twice to start a white supremacist community in ND? Didn't he try it in Canada first and wind up being charged with a bunch of crimes? Wouldn't he have to be shot too? Would Dick Cheney be covered too?
